"But it should be cautious about risks such as stock market volatility and capital outflows from emerging markets," Kuroda said.

Despite the Bank of Japan's recent decision to offer unlimited purchases of 10-year JGBs at 0.25%, bond purchases have not increased significantly.

Consumption and investment recovery in Japan has been slower than in the U.S. and the eurozone.
