Kaisyn Khubiev and Ivan Tenyakov proposed re-privatization. According to this project, tenders are held for the management of previously privatized enterprises. The winners could be the old owners, the state, or labor collectives.

Economists estimate that the privatization of the early 1990s was unfair, reducing the growth potential of the Russian economy. The consequence of privatization, in their opinion, was the transfer of profits abroad and the disinterest of owners in the development of the economy.
